But why? Prey Veng has, over decades, been one of the <em>highest need areas<\/em> that is relatively <em>accessible <\/em>from Phnom Penh.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The most brutal Khmer Rouge internal purges targeted the East Zone which included Prey Veng province.<\/li><li>Prey Veng province\u2019s topography leaves it susceptible to severe flooding and drought.<\/li><li>The province was the site of major military combat; during the Vietnamese-American War, the Cambodian Civil War, and the Vietnamese-Cambodian war. <\/li><\/ul>\n\n\n\n<p>Prey Veng was not selected because it was safe.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Khmer Rouge guerrilla fighters were active, even on the outskirts of the provincial capital, up until the mid-90s.<\/li><li>Mesang district, where MCC launched an integrated community development effort, was known for its gangs of armed robbers and high murder rate until the early 2000s.<\/li><li>Prey Veng was the military staging area for an attempted coup against the government in 1994.  <\/li><\/ul>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>Prey Veng is also the location of Neak Loeung. On August 6, 1973 an <a rel=\"noreferrer noopener\" aria-label=\"American B-52 Stratofortress bomber mistakenly dropped its 20-ton load (opens in a new tab)\" href=\"https:\/\/en.wikipedia.org\/wiki\/Neak_Loeung#Vietnam_War_era_bombing_incident\" target=\"_blank\">American B-52 Stratofortress bomber mistakenly dropped its 20-ton load<\/a> on this ferry town. At least 137 Cambodians were killed and another 268 were wounded. Over a third of the town was destroyed, including the Hospital.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<div class=\"jetpack-video-wrapper\"><span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" class=\"youtube-player\" width=\"1000\" height=\"563\" src=\"https:\/\/www.youtube.com\/embed\/v_hjffIkhXw?version=3&#038;rel=1&#038;showsearch=0&#038;showinfo=1&#038;iv_load_policy=1&#038;fs=1&#038;hl=en-US&#038;autohide=2&#038;wmode=transparent\" allowfullscreen=\"true\" style=\"border:0;\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-presentation allow-popups-to-escape-sandbox\"><\/iframe><\/span><\/div>\n<\/div><\/figure>\n\n\n\n<p>One of Mennonite Central Committee&#8217;s ongoing projects during the 1980s was the rehabilitation of the hospital at Neak Loeung. Along with the obvious need for hospital facilities in Cambodia, the symbolic statement of a US NGO rebuilding a hospital bombed by the US government also provided impetus for the project.
